OPERATION PACIFIER Hacking the Dark Web

  • The news broke in January that federal agents had taken down Playpen, a notorious child porn site on the deep web, and run a huge 13-day sting on its users as part of the international Operation Pacifier
  • Newly uncovered court documents now reveal that the Playpen takedown extends far beyond its alleged operators. It was the largest law enforcement hacking campaign ever. The FBI seized the physical server hardware under a previous warrant, but that wasn’t enough to get the people involved. So they seized administrative control over the site under the auspices of a warrant issued by Federal Magistrate Judge Theresa C. Buchanan. (The exact details of the warrant are still secret.) They couldn’t see the IPs of visitors, because most visitors were anonymized with software like Tor. But they had the site. Playpen could have been over, right then and there.
  • Rather than just shut down that site so another could pop right back up, though, the FBI went for some collateral damage: AoE instead of single target, if you will. Investigators used their admin access to deploy network investigative techniques (NITs) including having Playpen serve malware that performed a Tor exploit on more than a thousand visitors to the site: anyone who tried to login or signup during those 13 days. It sure does sound awfully strange to say that the FBI ran the largest known child porn site on the dark web, but that’s what happened: agents of our government held their noses, gripped their badges tight, and made the extremely unpleasant decision to run Playpen from government servers for long enough to poison the waterhole and bring the site down with a good number of its users in tow. In total, they investigated more than 8,000 unique IPs in 120 different countries, resulting in — to date — 1300 true IPs under surveillance, and more than a thousand American citizens arrested and charged in Playpen-related cases. This was done pursuant to a single search warrant, issued by a single federal magistrate judge.
    In this case, what the FBI has done can be compared to capturing an enemy vessel bound for our shores on an errand of war. They intercepted its communications and tricked it into domestic waters in order to capture and lawfully, publicly try the crew, rather than just straight-up blowing it out of the water and accomplishing nothing other than the destruction of assets. They’re obviously trying to make a statement, and an example, with this site. But what statement is that, exactly? And how will it change legal precedent?
    One clue lies in the timeline. Rule 41 is the latest in a long series of state surveillance encroachments, although onto what is a topic of some debate. As always, there’s the whistleblower anonymity argument, and the one protecting journalistic sources. But there are also corners of the internet that harbor some ugly cobwebs. Rule 41, which just went into effect, enables sweeping computer search powers, without requiring that a judge specify exactly whose computer was to be searched. These are sticky legal grounds.
  • A Middletown man was sentenced to 18 months in jail for possessing child pornography, according to authorities. Paul Hubbard, 27, was also sentenced to five years of supervised release following the prison term, U.S. States Attorney Deirdre M. Daly announced on Thursday.
    Authorities found approximately 354 videos and 6,851 images of child pornography on computers that were seized from Hubbard’s home as part of “Operation Pacifier” in 2015, according to officials.
    This prosecution is part of the U.S. Department of Justice’s Project Safe Childhood Initiative, which is aimed at protecting children from sexual abuse and exploitation, according to Daly. For more information about Project Safe Childhood, visit here.

Middletown Man Sentenced on Child Porn Charge in ‘Operation Pacifier’: Feds  - October 13, 2016

Shannon Grant McCoole, 33had pleaded guilty to a horrifying list of sex offences committed against young children in his care. They were as young as 18 months old. One had autism. Another was disabled.
McCoole was also described as the “CEO” of an international child pornography website with more than 1000 members. He would share videos and photos of him abusing his victims with fellow paedophiles around the world.
Cheers rang out across the courtroom as District Court Judge Paul Rice sentenced McCoole to 35 years in prison with a non-parole period of 28 years.
The judge told McCoole he would have to spend most of his time in prison “in protection” living with “self-inflicted infamy”.
Judge Rice said McCoole had run an “evil” international child pornography operation.
“There are those who might describe your actions as sick but I prefer evil and depraved,” he said.
“It is not easy to put into words the reach of your offending.
“It has and will continue to have serious effects on your victims, although the extent of it remains uncertain.
“You have no moral compass. You were excited and sought sexual satisfaction, not just from touching very young children but also having sexual intercourse with infants. What would incline you to do such a thing is far beyond my comprehension. It engenders feelings of outrage and revulsion among right-thinking people.”
Judge Rice called the website “highly sophisticated, elaborate, organised and controlled”.
In the website profile, McCoole listed his occupation as “professional photographic sex instructor”, his interests as “anything below 12”, and his hobby as “Sex, sex, sex, more sex, natural weight loss for chubby kids”.
Judge Rice said McCoole’s case exposed an evil beyond the scale of anything he had experienced in his entire time as a judge, crown prosecutor and defence counsel.
“One of the most remarkable submission laid on your behalf is that when you are eventually released you wish to work with young people who may have paedophilic tendencies like you did so as to help them,” he said.
“What arises from that is that there are serious reservations that I have about your insight into your offending. Knowing what I do about your offending it is fanciful in the extreme for you to contemplate that you may be permitted to work with young people ever again.”
Judge Rice said was was troubled by McCoole’s claim that it was only when taught by Families SA about the long-term consequences of child abuse that he understood the gravity of his crimes.
“It is absurd to suggest that you needed education within Families SA to gain that realisation,” he said. “These last two topics cause me to be very guarded about your long-term prospects of rehabilitation.”

An RCMP officer has filed a lawsuit alleging he suffers from post-traumatic stress disorder after being exposed to a "significant volume" of child pornography while working in a specialized unit.
Const. Michael Wardrope says he was exposed to disturbing videos, photographs, interviews and interrogations as a member of the child abuse and sexual offence unit in Surrey, B.C.
He says in the lawsuit filed in British Columbia Supreme Court that when he was hired he told his bosses he had three young children, had to commute hours per day and didn't think viewing child porn would be healthy for him.
He says despite assurances from his superiors, within the first three months on the job he was required to work overtime and was exposed to child pornography.
About a year and a half later, the lawsuit says, he was showing symptoms of having a nervous breakdown and although he was transferred 10 months later, his health was irreparably damaged.
None of the allegations has been tested in court and the RCMP says it cannot comment.

A child psychiatrist from Australia, who was accused of shooting video of a boy in a public bathroom in west Edmonton, has pleaded guilty to related charges laid in his home country.

Aaron Voon entered guilty pleas to nine separate charges, for producing and possessing child pornography.

He was arrested by Edmonton police at West Edmonton mall in May, 2016.
Video of a parent confronting Voon went viral, shedding light on the incident. More charges were laid against him after hundreds of images were found in his possession.

Voon had previously worked as a respected child psychiatrist at the Successful Development and Therapy Centre in Perth, where he treated hundreds of patients under the age of 10.

A 26-year-old Baton Rouge man was sentenced to 20 years in federal prison Friday in a child pornography-related extortion scheme, U.S. Attorney Walt Green reported.

Matthew Chaney Walker admitted in federal court earlier this year that he met young girls online in 2014 and pretended to be a teenage girl using different online account names.
During online chats with the girls, Walker suggested they trade sexually explicit photos. He initiated the trade by sending an explicit photo of a girl he pretended to be, Green said.
After receiving compromising photos from the girls, Walker demanded more suggestive photos and threatened to show the initial photos to the victims' families, friends, schools and the public if the girls didn't comply.
"This case provides another tragic cautionary tale for anyone concerned about the dangers posed to our children by criminals on the Internet," Green said. "This defendant sexually exploited his victims by extortion and psychological manipulation, often preying on children in the supposed safety of their own homes."
In addition to the prison term, Chief U.S. District Judge Brian Jackson fined Walker $100,000 and ordered him to pay more than $6,200 in restitution. After he is released from prison, Walker will be on supervised release for 10 years.
Walker pleaded guilty in January to four counts of extortion, three counts of production of child pornography and three counts of receipt of child porn.

A 48-year-old former teacher from Kitchener, Ont., faces an additional sex offence charge related to a young girl and police say they believe there may be more victims. Geoffrey Burnet was charged with eight other people in southern Ontario last month, following an investigation police said was triggered by the sexual assault of a seven-year-old girl who was being made available for sexual services on Craigslist. “It’s a very unique case because we’re not used to a victimization of this nature — it’s really graphic,” Dunbar told The Canadian Press last month.“It’s one of the worst, most heinous crimes we’ve seen because we’ve got multiple offenders and one young victim.”
Burnet was initially charged by Waterloo police with making and possessing child pornography, then re-arrested by Hamilton police and further charged with sexual assault, sexual interference and invitation to sexual touching in September.
Burnet is a former teacher with Columbia International College, Hamilton Wentworth Catholic District School Board, Upper Grand Distric School Board and the Toronto District School Board. Investigators were alerted to the sexual assault by the Catholic Children’s Aid Society on May 3. Police said they interviewed the seven-year-old girl that day and arrested her mother’s boyfriend later that night.
Investigators said they then discovered another young girl, the 16-year-old sister of the seven-year-old girl, had also been sexually assaulted by more than one person. Police expanded the investigation, dubbed “Project Links,” and joined forces with police forces in Niagara, Waterloo, Chatham-Kent, Hamilton and the Ontario Provincial Police to execute 14 raids, 15 production orders and seized more than 100 electronic devices. Burnet was also further charged after police said they also discovered a link to a historic sexual assault case in Hamilton unrelated to Project Links.

Former Ontario teacher charged with another sex offence involving young girl: police

KNOXVILLE - A Knox County grand jury on Thursday indicted a former West High School teacher on a number of charges tied to raping a minor.
The Knox County Sheriff’s Office arrested Michael Wayne Warwick, 56, of Corryton, and charged him with rape of a child, aggravated sexual battery, sexual activity involving a minor, rape, statutory rape by an authority figure, and sexual battery by an authority figure, according to authorities.
He’s being held at the Roger D. Wilson Detention Facility on $100,000 bond.
Warwick, who was taken into custody without incident, resigned last month from Knox County Schools.
School officials said they can’t comment due to a pending investigation.
His arrest came after an investigation by the Knox County Sheriff’s Office Family Crisis Unit led to the grand jury presentment. The Crisis Unit looks into matters involving domestic violence, child abuse, elder abuse, animal abuse, and cyber investigations. 
A former Madison County school resource officer previously arrested for having sex with a student has been accused of rape, sodomy and incest. 
Jerome Heard, 42, was arrested in Knoxville, Tennesee as a fugitive from justice because of Madison County warrants charging him with two counts of first-degree rape, two counts of second-degree rape, two counts of first-degree sodomy and one count of incest. 
Heard, who previously lived in Madison County resigned from the sheriff's office in January and was indicted on first-degree sodomy and school employee engaging in a sex act or deviant sexual intercourse with a student under the age of 19. 
Heard since has relocated out of state, Sheriff Blake Dorning said in a news release. Heard had worked at MCSO since 2009. 
The new warrants are based on a recent complaint made to the sheriff's office, said Capt. Mike Salomonsky. 
"It's been ongoing for several years," Salomonsky said. "We're just able to put it together now based on the recent complaints." 
Salomonsky said the alleged crimes did not occur while Heard was on-duty, but he was a sheriff's deputy at the time. 
"We need any other potential victims to come forward," Salomonsky said, "so we can bring him to justice." 
The sheriff's criminal investigation division can be reached at 256-533-8820. 
"The Sheriff's Office is asking for the public's assistance if any additional information may be in the community about former Deputy Heard or if there is anyone that would like to come forward and speak with an investigator," Dorning said in a news release. 
Heard also was a police officer in Huntsville from 2003-2007. 
Madison County deputies are working to have heard extradited back to Alabama. He will be held in the Madison County Jail with bail set at $315,000.
A 70-year-old Bogota man was sentenced to four years in prison Friday for distributing child pornography, authorities said. 
Rafael Andreu will have to serve 20 months of his prison term before he is eligible for parole. He also will have to register as a sex offender under Megan's Law and will be under parole supervision for life. 
Andreu pleaded guilty Sept. 27 before Superior Court Judge Christopher Kazlau to one charge of second-degree distribution of child pornography. He told the court that he knowingly used Internet file-sharing software to make files containing child pornography available for download by other users from a shared folder on his computer. He had images and video, including child rape, authorities said. 
Detectives from the Division of Criminal Justice and the New Jersey State Police were investigating individuals using file-sharing software to share child pornography on a peer-to-peer network when they identified an IP address that was traced to Andreu's residence.

A 22-year-old Michigan man is facing charges of criminal sexual conduct and producing child pornography after he admitted to repeatedly raping two young brothers and using a pacifier and diapers in some of the assaults.
Tyler Ryan Lowis, of Sparta, was ordered on Monday to stand trial on three counts each of first-degree criminal sexual conduct, manufacturing child sexually abusive material and using a computer to commit a crime.

Court documents released in the case, and obtained by the station WZZM13, paint a sickening picture of Lowis' relationship with one of the siblings, who is now 14 years old.
Lowis called himself 'daddy' and referred to the victim as 'baby boy,' dressed the teen in diapers, forced him to use a sippy cup and baby bottle, and had him put a pacifier in his mouth to muffle his screams of pain during sexual assaults, according to the documents.

The records state that Lowis was living with his wife in a trailer park when he met the boy, then aged 10, and became his 'mentor.' The assaults began last year in the child’s Sparta home, which he shared with his parents and younger sibling.

The investigation into Lowis' crimes got under way in August when Michigan State Police got a tip from the National Center for Missing and Exploited Children about a person who was stockpiling child pornography through the online file sharing site Dropbox.

Many of the images depicted young boys, including toddlers and infants, in sexual situations with adults, records show. Investigators traced the IP address associated with the pornographic material to Tyler Lowis' home on Schultz Street in Sparta and obtained a search warrant. 

When questioned by police on November 14, Lowis reportedly admitted to possessing child pornography and sexually assaulting a boy.

The assaults began at the victim' family home in 2015, and several of the encounters Lowis had videotaped on his tablet computer.

When police reviewed the contents of the device, they found three recordings showing the assaults and multiple still photos of the young victim 'wearing only a diaper and having a pacifier in his mouth,' the documents state.

In one video discovered on Lowis' tablet, the married man is seen raping the child as he lies naked in bed with a pacifier in his mouth.

When police met with the victim, who is now 14, his 12-year-old brother and their parents earlier this month, the older sibling admitted to having sex with Tyler Lowis 'a crap ton' in his home.

Lowis also confessed to raping the 12-year-old brother in late summer. He is being held in the Kent County Jail on $250,000 bond, and if convicted of the charges against him, Lowis could face a life in prison.

A former actor on "The Young and the Restless" was arrested for molesting a young girl, according to a new report.

Corey Sligh was taken into custody in Georgia on Oct. 14 after the victim's parents told police he molested their daughter, who was less than 10 years oldTMZ reports.

The molestation reportedly took place between April and September, though documents filed to the Cherokee County Sherriff's Office didn't specify the number of incidents during that time.

The accusers filed their report with police on Sept. 24, according to TMZ. Sligh was reportedly arrested a few weeks later and released on a $22,000 bond the same day.

Reps for "The Young and the Restless" had no comment on the reported arrest.
