The CAG audit report on the general and social sector tabled in the Gujarat Assembly on Tuesday, has stated a gradual increase in the number of minor girls raped in Gujarat.

According to the CAG report, 92 minor girls were raped in 2009, 103 in 2010, 130 in 2011, 150 in 2012 and 265 in 2013, which is a 76 percent increase over the previous year.

As per CAG figures, among a total of 2,485 of rape cases during the past five years, 29.78 percent of these cases, that is 740 cases, were of rapes perpetrated on minor girls.

Out of these 740 minor girls, 112 minor girls were below the age of ten years, 203 minor girls were between the age group of 11 and 14 years, while 425 were in the age group of 15 years to 18 years, the report said.

The CAG report also stated that the Gujarat state government did not give timely financial assistance to rape victims.

"The audit observed that as against 1,205 rape cases registered in 2012 and 2013, financial assistance was provided to only in 298 cases as of March 2014," the CAG report stated.

The Comptroller and Auditor General of India has pointed to a rising trend in rape of girl children in Gujarat.

The figures “show an increasing trend in the number of girl-child victims. The Inspector General of Police, CID, Crime, Gandhinagar attributed the increase to more viewing of television, mobile, Internet, pornography, vulgar posters, love affairs, immaturity of minor girls, etc. It was further stated that a women’s helpline ‘1091’ has been established in the Sate for protection of women and another ‘181 Abhayam women’s helpline’ has been established in three districts for quick response to help women,” the report states.
An “increasing trend” was also observed in kidnapping and abduction of girls. Out of 1,205 rape cases registered during 2012-2013, financial assistance could only be provided to 298 victims by March 2014, due to procedural delays.
In addition, the audit reports identified various areas of concern in connection to the protection and welfare of the girl child in the State.
“Gujarat State Child Protection Society had not formulated the State Child Protection Policy and State Plan of Action as envisaged in the National Plan of Action for Children, 2005,” the CAG reports states.
Citing an “increasing concern” about the low percentage of conviction rates in cases registered under the Pre Conception, Pre Natal Diagnostic Technique Act, the CAG faulted the State government on “a shortfall in conducting sting operations and inspection of clinics by district authorities under the Act. The auditor also drove home the poor conviction rate in child marriage cases. Out of 15 court cases, not a single person was convicted in the State between 2009 and 2014.

Raped brutally, a five-year-old child had to move from one hospital to another, till she reached one that conducted the five-hour surgery she needed to survive. The family says both hospitals did not have the facilities.


The child was abducted and raped, allegedly by one Sharma Yadav, from a function she was attending. The family, which had informed the police, finally found her in Gurgaon's civil hospital, where she had been admitted.

But the civil hospital wasn't equipped to handle the injuries, and referred her to the government-run Safdarjung Hospital in Delhi. En route, the family visited a private hospital, Max Healthcare.

Private hospitals cannot turn away rape survivors, according to a 2013 order of the Delhi high court.

Finally late on Sunday night, the child was admitted in Safdarjung hospital. It was another three hours before she was finally wheeled in for surgery - six long hours after she was assaulted. The operation took over five hours.  

"She can neither sit nor do anything else. She is in a lot of pain. The person who did this, he deserves nothing short of death," the child's father told NDTV.

But from her hospital bed, the girl has identified her assailant through a photograph.

The man had been caught when he was trying to run after raping the child. "He tried to say she was a relative but a woman noticed she was bleeding heavily," said the girl's grandfather. Yadav has been remanded in police custody for three days.

Poonch: An 18-year old girl was raped by a Sarpanch in border district of Poonch in Jammu and Kashmir.

"The girl, a class 12 student, had gone out in the night, when the Sarpanch of her village, identified as Tariq Manzoor (33), kidnapped and raped her in a nearby field last evening," a police officer said.

He said the accused later threatened the girl of dire consequences if she told about the incident to her parents.

"The girl narrated the incident to her parents and they filed a police complaint at Police Station Mandi," he said.

He said the medical examination of the girl confirmed that she was raped.

Police added the accused was still at large and several police teams have been formed to nab him.

18-year-old girl raped by village head in Poonch March 31, 2015 

The cold desert of Ladakh was shamed when a police officer raped a labourer who later set herself ablaze in Chulichan- Batalik village in the Kargil district on Sunday.
Police have arrested the accused sub inspector Mohammad Ramzaan and registered a case under section 306 and 376 Ranbir Penal Code. The victim has been shifted to hospital with intense burn injuries.
Police said a few days ago they received the information that a woman working as a labourer in village Chulichan, Batalik has set her ablaze and has been shifted to district hospital, Kargil with severe burn injuries.
"Police immediately rushed to the hospital where the lady in her statement alleged that a police officer Mohammad Ramzaan of Police Post Batalik raped her few days back. She further said that she revealed the matter to her husband who did not pay attention to the matter as a result In desperation she poured Kerosene oil and set herself ablaze", said a police spokesman.
Anger has swept across the serene Kargil with people demanding stern punishment against the accused. This is the second case of shocking rape that has rocked the Ladakh division in the last three months.
Leh township in Ladakh slipped into a shock in February after an Imam raped and murdered a class X student and then dumped her body in the River Sindh. Police later arrested 24 year old imam from Bihar and registered a case of rape and murder against him in February.


INDORE: A 15-year-old girl was  raped by her uncle in Indore's Banganga area. 

The girl was raped thrice in four days, the last time being while in sleep on Monday night by accused Kamlesh Patel, a labourer. 

Earlier, the accused had raped the girl when she was alone at his house in Raja Bagh area. Hearing the niece cry in sleep, the accused's wife woke up, to find her husband commit the heinous act. 

When the wife of the accused resisted the act, husband first beat the aunt-niece duo and then threatened to kill them, if they made the matter public. While Kamlesh fled from the spot, his wife reported the matter to police on Tuesday evening. 

The rape survivor, a resident of Nand Bagh area, was recently sent by parents to aunt's house, following request by the accused for taking care of his ailing wife.


Eleven months after two minor cousins were gang raped and their bodies were found hanging from a mango tree in Badaun in May last year, two minor cousins aged 12 and 13 were kidnapped and gang raped at gunpoint by five men at a village on Tuesday night, reports The Times of India.

Like the infamous gang rape and murder case of Katra Shahadatganj village last year, the two cousins had also gone to relieve themselves when the incident occurred at Madarpur village.

All the five accused were caught by the villagers and brought to Jarifnagar police station where they were booked under section 376 (rape) of Indian Penal Code (IPC) and provisions of the Protection of Children from Sexual Offences (POSCO) Act.

Provisions of the Arms Act were also slapped after two country-made pistols were recovered from them.

"All the five accused were known to the sisters and their family members as they reside in neighbouring village," said a senior police official.

The incident bears striking similarity with the Badaun gang rape case, which hit national headlines in May last year.
