Victim's father said that she had gone to attend a religious discourse on Friday evening. From there she went to answer nature's call and never returned. VARANASI: The decomposed body of an unidentified girl was found floating in river Varuna near Koraut bridge in Koirajpur village under Badagaon police station on Friday morning.

Scores of passersby reportedly gathered near the bridge after noticing the body of a woman floating in the river.

The Badagaon police had to face the ire of villagers when they tried to pressurize some local youths to push the body on the opposite bank of the river with the help of bamboo. It backfired on cops and they were compelled to recover the body and send it for postmortem.

The ASP Rural AK Pandey said that the postmortem report is awaited. He denied of having any knowledge of Badagaon police's bid to shift the case to Shivpur police station area. He, however, said that he would look into the matter.

GHOTKI: A 12-year-old girl was raped and burnt to death in Ghotki district's Daharki city last week. The victim's mother was also severely injured and gained consciousness today.

The victim and her mother stitched and sold sheets for a living and were pursued by three men under the pretense of wanting to purchase their products. The girl was drugged after being offered tea and was allegedly set on fire by the three men after being raped, the victim's 40-year-old mother told DawnNews.

The victim's brother filed a petition at the Ghotki sessions court upon the police's refusal to register the case. The court has taken notice of the incident and has ordered the victim's mother to record her statement today.

Earlier this month, a 10-year-old boy was raped and strangled to death in Gujranwala.

Rape is notoriously difficult to prosecute in Pakistan. In April 2011, the Supreme Court had upheld the acquittal of five men sentenced to death in Pakistan's most famous rape case, that of Mukhtar Mai.

Mai was gang raped in 2002 on the orders of a village council as punishment, after her brother, who was aged just 12 at the time, was accused of having illicit relations with a woman from a rival clan.

A local court had sentenced six men to death, but a higher court acquitted five of them in March 2005, and commuted the sentence for the main accused, Abdul Khaliq, to life imprisonment.

JAIPUR: A minor girl, who was raped in Nagaur's Makrana town on Saturday, committed suicide when she reached home the same night. The girl was returning from a wedding ceremony when the accused offered to drop her home and then raped her. T

The girl, a class XII student of a private school in Makrana, had gone to attend a wedding ceremony on Saturday night. "Her maternal grandmother accompanied her. The grandmother stayed back at the house where the wedding was taking place and sent the girl home with Rajuram. He offered to drop her home on his bike," said a police officer.

The officer said Rajuram raped her on the way. "The girl reached home and told her family members about the rape. She then went to her room and hanged herself. The family members came to know about the suicide later in the night," said the officer.

Police sources said Rajaram, 23, works as a labourer in the marble mines in the town. The girl's family used to trust him because they are from the same community and he was a distant relative of the rape survivor. The police have arrested him and are interrogating him.

KUALA LUMPUR ― Celebrity personality Daphne Iking has taken up arms against a local website that purportedly contains child rape fantasy elements, calling on Internet users to pressure for its removal.
The website in Bahasa Malaysia features pictures of various young-looking girls, some scantily-clad while others were fully dressed and wearing headscarves.
It also carried stories about rape and incest with children as young as eight to nine years old in the stories.
“It's totally disgusting and dangerous. Help me take it down. Get the word out and tell your friends too,” the Sabahan said in a Facebook post earlier today highlighting the issue.
“I have two girls. One turns eight this year. Horrible, disgusting and gross!!” she added.
Iking urged the public to write to the Malaysian Communications and Multimedia Commission ( or report to WordPress to take action against the website.
The Star daily also reported on its website today that Iking has informed the relevant authorities about the website.
“I am currently part of an anti-human trafficking campaign and such websites, which promote the sick culture of child rape, paedophiles and sex trafficking, are why modern-day slavery still exists,” she was quoted as telling The Star on why she was pushing this campaign.
Dave Avran, the founder of Malaysians Against Rape, Assault & Snatch theft (Marah), said such websites should not be allowed to exist.
“It encourages people to look into such things like child rape and the website can also be accessed by young children. It isn't right,” he said when contacted by The Star.

BHUBANESWAR Despite existence of a host of protection schemes and policy provisions, child rape is on the rise in Odisha which continues to be one of the worst States when it comes to protecting children against sexual exploitation.

In the last four years, the incidence of child rape has jumped multiple times. As many as 397 cases of child rape were registered in the State in 2014 (till November). Though States like Maharashtra, Madhya Pradesh and Uttar Pradesh top the chart with 1,567, 1,235 and 1,004 cases respectively, what’s worrying is the gradual rise in number of cases registered in Odisha.
The State had registered just 165 cases in 2011. In 2012, the number of cases rose to 192 but it took a leap to 509 in 2013 indicating the alarming proportion of the menace of child exploitation in Odisha.
While the registration rate has jumped, the conviction rate has plummeted during the period, dealing a severe jolt to child protection measures.
According to latest statistics, the State Government submitted chargesheet in 150 cases (out of 165 registered cases) in 2011 but only 13 cases ended in conviction. The conviction rate dropped in 2012 when out of 174 cases, accused were convicted only in 11. Next year, only 21 cases of 377 ended in conviction.
This meant, during the 2011-2013, the rate of conviction recorded a fall from 8.66 per cent to 5.57 per cent in the State which ranks among the lowest in the country.
Most of the victims are orphaned, street children, child labourers or even those forced into marriage well before their legal age.
Interestingly, Odisha has the highest number of children supported under Integrated Child Protection Scheme (ICPS), a Central scheme which aims to provide a safe and secure environment to children in institutional set-ups. During 2014-15, a whopping 19,583 children were supported under ICPS in the State which is highest for the entire country.
DAPITAN CITY, Philippines – The city where national hero Jose Rizal tried to create his ideal society is now threatened by the rising cases of rape involving minors.

Vanessa Andilab of the Dapitan Police Station’s Women and Children Desk told that reported rape cases involving minors in the city have reached 9 since January.

The figure is almost equal to annual average in the last 3 years. From 2012 to 2014, the police recorded 30 such cases.

The latest incident happened a week ago when a high school teacher was accused of raping his 14-year-old student, which angered a lot of Dapitanons.

This is a failure of our society,” said George Aseniero, grandson of one of Dr Jose Rizal’s 16 students in Dapitan.

“We failed in our morals, and it is not just in Dapitan because crime against women and children are happening anywhere in the country.”

Citizens’ arrest

Early evening on March 15, a young boy was walking at Dapitan’s Sunset Boulevard. Upon reaching a bridge, he noticed below a man who was zipping his pants. The boy crawled nearer only to see that the man was with the boy's younger sister. The was the girl's teacher identified as Dexter Duval, 33.

The boy ran to tell his father nearby and they started to go after Duval. Some residents who saw the commotion helped in arresting Duval and brought him to the police station.

The victim’s fatherfiled a rape complaint against Duval, who insisted there was no rape that happened. He claimed he and the victim were in a relationship.

After inquest, Prosecutor Lynbert Lo filed “information” with the regional trial court in nearby Dipolog City, which issued warrant of arrest against Duval but allowed him to post a P120,000 bail.

The victim’s father was furious after knowing Duval was able to post bail. He said his poverty had crippled his quest for his daughter’s justice.

“I really cannot give an answer why rape cases involving minors are on the rise,” said Andilab, who has been conducting lectures and dialogues on the protection of women and children in schools and barangay assemblies.

Andilab said her lectures include protecting minors from pornography on the Internet.

Andilab puts it said the number of rape involving minors may have risen in recent years but these went unreported. It was also possible, she said, that the victims summoned the courage to file cases only now.

Although City Administrator Robert Magallanes promised to call on the police and City Social Welfare and Development officials to address the problem, the people’s passivity may be contributing to the problem.

A lot of people know what is happening and they are angry, but they usually opt to be silent. They don’t want to get involved because they don’t want to get into trouble,” Aseniero said.

School's inaction

Even the high school where Duval is teaching has been apparently cold. The victim’s father went to see the school principal, Sherlito Sagapsapan, to complain against Duval. Sagapsapan told them to first get a copy of police report.

The father revealed that Sagapsapan told him to go to the Department of Education’s regional office in Zamboanga City should he wish to file administrative charges against Duval.

Asked why no investigation was immediately conducted by his school, Sagapsapan told they were yet to receive a formal complaint against Duval.

Families in crisis

Aseniero said the “victims are usually victims of something else, maybe poverty. Perhaps it is also solitude because they could be in a broken family.”

He added there is definitely failure in education because "we are not being taught enough about morality and about caring for each other. In schools, we are taught to compete against each other."

And there is the failure of the Church, Aseniero stressed. “Perhaps because they are more concerned on saving the soul after death rather than saving us while we are still alive.”

Finally, there is failure within the family. Aseniero said a huge number of Filipino families are in crisis.

“There are a lot of problem parents than problem children. For our society to function well, it must have strong foundation, which is the family. According to Rizal, if the family is weak, then the society would also be weakened,” he said. –
